What the employer needs
Neither a quota nor a permit to engage foreign labour is required — that is the key difference from visa countries. The employer needs to check the candidate’s patent, sign an employment contract and notify the territorial migration authority within three working days. That is all.

The main trap on this direction. A patent is valid exactly up to the date covered by the advance payment. If the worker misses a payment the patent is void, and the person on your site becomes unlawful. The company finds out at inspection and pays 400,000 to 1,000,000 roubles per head in Moscow, St Petersburg, Moscow Oblast and Leningrad Oblast. Tracking those payments is therefore not the worker’s private business but your exposure.
What qualifications are actually available
General labourers, concrete workers, masons, installers, order pickers and stock keepers, drivers, cleaning and facility staff, food production workers. Welders and machine operators do occur, but competition for them is high: the strong ones with real skill grades are usually already employed. If you specifically need qualifications — MIG/TIG welding, CNC, garment production — it is more practical to look towards India and Vietnam, where the pool is deeper even though the cycle is longer.
What it costs
The budget is lighter than the visa one: there is no consular stage, no engagement permit and no invitation letter. The main lines are the recruitment fee, medical clearance and the patent with its monthly advance payment (usually paid by the worker), with flights often split and accommodation by agreement. Kyrgyzstan: simpler still
Citizens of Kyrgyzstan, as an EAEU member state, work with no patent at all — an employment contract and a notification are enough. It is the simplest direction on paperwork and about a week faster than Uzbekistan.
